What does the bible mean when it talks about the seven spirits of God?

The best description we have is found in Isaiah 11. The 7 spirits of God refers to the fulness of the spirit of God; every dimension and attribute of the divine ability. There is one Holy Ghost; not seven. The Father, the son and the Holy Spirit all have a holy spirit, but that is not the Holy Ghost. There are many administrations of what the Holy Ghost does, and the seven represent the fulness of the attributes of the Holy Spirit.

The Spirit of the Lord (The spirit of Yehoah); The Spirit of wisdom; The Spirit ofunderstanding; The Spirit of counsel; The Spirit of might; The Spirit of knowledge; and The Spirit of the fear of the Lord.

Out of this fulness of the spirit springs the wonderful expressions of his nature, power and signs and wonders; love, joy, peace and goodness all come from these attributes. Those who are baptised in the spirit have the fulness of the spirit, all of the seven attributes.

The first gift which we receive without measure is the gift of tongues, the gift which teaches us to yield to the Holy Spirit and allow him to bring under control the issues of our being and the entrance gift to see the manifestation of all these seven attributes of the Holy Spirit in our lives.
